October 2026 CBLE: A Practical 13-Day Final Study Plan
Already registered for the October 28 CBLE? Use the final 13 days to fix reference lookup, practice timing, and prepare for exam-day requirements.
The October 2026 Customs Broker License Examination is scheduled for October 28, 2026. If you are already registered, use the 13 days from October 15 through October 27 to practice finding authority, repair recurring mistakes, and rehearse a complete exam. Registration closed on September 16, 2026, at 4:30 p.m. EDT. This is a preparation plan for registered candidates, not an invitation to apply late.
Dates and requirements were checked against CBP on October 15, 2026. The official exam notice is the source for the exam date and registration deadline. Recheck it and your candidate communications before traveling.
Establish your starting point today
CBP describes an exam with 80 multiple-choice questions, 4.5 hours, and a passing score of 75%, or 60 correct answers. That gives you an average of 3 minutes 22.5 seconds per question before reserving review time. It does not mean every question deserves that long.
Take a mixed set of 20 questions without viewing the answers. Allow roughly 60 minutes, then review every wrong answer and every correct guess. Record three things on paper: the reference you needed, how long finding it took, and why your initial reasoning failed.
Separate mistakes into four useful categories: missing knowledge, wrong reference, slow lookup, and misreading. A low score caused by repeated misunderstanding needs different work from a low score caused by spending ten minutes on one tariff question. Do not interpret a short sample as a reliable prediction of your final result.
You can begin with CBLE past exams on Passumi. The first 25% of every paper is free; an 80-question paper therefore provides 20 free questions. A complete timed simulation requires access to the full paper or use of CBP's released materials.
October 15–16: Fix the reference setup
Use the editions designated for this sitting in CBP's registration and exam-day instructions:
- HTSUS, 2026 Basic Edition.
- Title 19 CFR, 2025 annual edition, all parts.
- ACE Entry Summary Instructions, version 2.4a.
- Right to Make Entry Directive 3530-002A.
- ACE Entry Summary Business Process, version 12, chapters 1–24, December 2023.
Do not replace these with whichever online version looks newest. Put the edition on the cover of each printed reference and on your study checklist. Check that your CFR set includes every required volume and that printed pages are readable.
Choose a small number of useful tabs and practice using them immediately. Organize by tasks you actually encounter, such as finding an entry requirement or checking a classification note. Avoid spending both days creating an elaborate index you have never used under time pressure.
October 17–19: Repair your most expensive mistakes
For each study session, select one weakness from the diagnostic. Start with a few questions on that weakness, find the controlling passage, and explain in one sentence why it supports the answer. Then do a mixed set so that the topic itself does not reveal which book to open.
A workable evening session is 20 minutes reviewing yesterday's errors, 45 minutes answering questions, and 35 minutes checking citations. If you have less time, reduce the question count before cutting the review. Answering more questions without understanding the misses often rehearses the same mistake.
Track correct guesses separately. If you cannot reproduce the source and reasoning, the answer is not yet dependable. Conversely, a slow correct answer may need navigation practice more than another lecture on the topic.
October 20–22: Rehearse the actual search constraints
The exam supplies electronic references, but CBP warns that their search behavior differs from the practice interface. Matches can be highlighted; you cannot jump through them with a next-match function. You must scroll. You also cannot paste question text into the search box.
Practice typing a short, distinctive term, finding the relevant section, and reading the surrounding rule. When changing documents, close and reopen the search dialog. CBP identifies Ctrl+F as the way to reopen it. Our CBLE reference search guide turns these restrictions into a repeatable drill.
Do some practice with your printed backup as well. Personal laptops, tablets, phones, and e-readers are prohibited at the testing center. A workflow that depends on your own PDF app or internet search will not transfer directly to the exam.
October 23–24: Complete one full rehearsal and review it
Reserve an uninterrupted 4.5-hour block for a complete 80-question paper that you have not recently reviewed. Use your intended references and keep your phone away. Record answers before looking at the key. A reused paper can still train endurance, but its score is affected by memory.
As a study strategy, try reaching question 20 around one hour, question 40 around two hours, and question 60 around three hours. This leaves about 30 minutes after a four-hour first pass. These are planning checkpoints, not CBP rules. Adjust them if your practice shows a better allocation.
When a question stops producing progress, record your best supported choice and its number for later review. Rehearse returning to unfinished work using the controls available in the official practice environment. Do not assume Passumi reproduces the vendor's interface.
Use the following day to review the rehearsal. Check both the answer and the reference edition. An old official key records an older sitting; a disagreement with a newer reference may be a version issue. The guide to using past CBLE exams explains how to separate those cases.
October 25–26: Reduce repeat errors and settle logistics
Choose the three recurring errors most likely to cost you time or points. For each, write a short correction: the triggering wording, the right reference, and the paragraph or note you should inspect. Retest with different questions when possible. There is little value in merely recognizing the answer letter from yesterday.
Confirm your test-center address and candidate instructions. CBP's guidance says to arrive at 8:00 a.m. local time; the exam starts and doors close at 8:30 a.m. Late admission is not available.
Check original, unexpired identification and citizenship evidence against CBP's accepted-document list. A photo of a document is not a substitute. Check names across documents, and prepare any required name-change evidence. Pack references within the published carrier limits and review the prohibited-items list.
October 27: Keep the final day light
Do a brief lookup warm-up and review the correction sheet. Stop before fatigue turns the session into random guessing. Keep your document arrangement stable, prepare your route, and leave time for sleep.
Thirteen days can improve execution, but they cannot guarantee a passing score or replace a longer foundation. Your final objective is concrete: recognize the issue, select the right reference, verify the decisive wording, and move on within a controlled time budget.
