CIP Exam Study Guide: Review Categories, Consent, and 2026 Scheduling
Prepare for the PRIM&R CIP exam with verified rolling scheduling, official study domains, and original cases on exempt review and informed consent.
The Certified IRB Professional examination rewards careful decisions about regulatory applicability and participant protection. A useful CIP exam study guide should help you identify which rule applies before choosing a review route, consent requirement, or reporting action.
Verified October 15, 2026. PRIM&R offers continuous CIP testing. Approved candidates receive an individual 90-day eligibility window. There is no fixed annual 2026 application cutoff listed on its current exam page. Start by confirming eligibility and choosing a realistic preparation period, then use the CIP practice page to test your reasoning.
How CIP scheduling works in 2026
PRIM&R's CIP examination page describes testing at centers and through live remote proctoring. The 90-day eligibility window begins when the application is approved. The organization aims to review complete applications within about two weeks and advises candidates against scheduling during the final 48 hours of their window.
Your approval date and authorization instructions determine your actual deadline. Continuous testing does not guarantee a seat at any chosen time, and an individual eligibility period is different from an organization's calendar-wide application deadline.
For someone planning in October 2026, the immediate task is to prepare the required experience documentation and align application timing with study readiness. Do not wait for a supposed national fall sitting. Conversely, do not apply months before you can realistically test without considering the approval-triggered window.
PRIM&R's current page describes at least 24 months of qualifying full-time experience within the previous seven years, with substantial IRB responsibilities within a human research protection program. Check its eligibility requirements for the complete rules. General involvement in clinical research does not automatically establish qualifying IRB experience.
Use the official content outline
The linked CIP Body of Knowledge and Content Outline assigns 29% to Human Subjects Protection, 54% to IRB Responsibilities, and 17% to Institutional Responsibilities.
These domains include ethics, regulatory applicability, review levels, approval criteria, informed consent, vulnerable populations, privacy, reportable events, reliance arrangements, and institutional records. Give IRB decision-making substantial attention without neglecting the institutional duties that support it.
The current exam page describes 130 multiple-choice questions over three hours. Verify the official candidate handbook and your authorization before test day rather than relying on an old study group's logistics notes.
Begin every case with applicability
Ask whether the activity is research, whether it involves human subjects under the applicable definition, and which regulatory frameworks cover it. HHS Common Rule requirements, FDA human-subject protections, HIPAA requirements, and institutional policy answer different questions.
A Common Rule exemption does not establish a HIPAA authorization waiver. A determination that an activity is not human-subject research under one framework does not automatically resolve another agency's requirements. Study definitions and exceptions with their source attached.
CIP is also different from a general clinical research certification. If your duties focus on trial operations rather than IRB administration, compare the SOCRA CCRP pathway against your experience and professional goals.
Distinguish exempt, expedited, and convened review
An exemption requires fitting a specific category and its conditions. Some exemptions require limited IRB review. “Exempt” therefore does not mean that the investigator can ignore privacy, institutional determinations, or other applicable requirements.
For initial review through the usual expedited category route, the research must involve no more than minimal risk and fit an eligible category. Expedited review is a regulatory procedure, not a promise of fast turnaround. Minor changes in approved research have a separate expedited route. An expedited reviewer cannot disapprove research; disapproval requires the convened procedure.
Research that does not qualify for an exemption or an applicable expedited route requires convened review when IRB review is required. The approval criteria still matter: appropriate risk minimization, reasonable risk-benefit relationships, equitable selection, consent, and safeguards cannot be replaced by a preferred review label.
Original case 1: Identifiable sensitive interviews
A Common Rule-covered study interviews adults about workplace misconduct. Names are retained, and disclosure could damage participants' employment. There are no children or prisoners and no additional research procedures. Which conclusion is best?
A. All interview studies are automatically exempt without further conditions.
B. Sensitive identifiable interviews can never qualify for exemption.
C. Consider exemption under 45 CFR 46.104(d)(2)(iii), with limited IRB review of privacy and confidentiality protections.
Best answer: C. The category allows this route when its conditions are met and the IRB makes the required determination under 46.111(a)(7).
A ignores the category's conditions and review requirement. B ignores the limited-review route. C identifies a possible regulatory pathway without claiming the study is automatically approved. Children and prisoners introduce additional applicability restrictions, so those facts cannot be omitted from an otherwise similar case.
Separate consent from its signed documentation
Waiving consent and waiving a signature are different decisions. Under the revised Common Rule's general waiver or alteration provision, 45 CFR 46.116(f)(3), the IRB must find and document all applicable criteria:
- The research presents no more than minimal risk.
- It could not practicably proceed without the requested waiver or alteration.
- If identifiable private information or biospecimens are used, it could not practicably proceed without using them in identifiable form.
- The waiver or alteration will not adversely affect participants' rights and welfare.
- Additional pertinent information will be provided afterward whenever appropriate.
Convenience alone is not the test. Also remember the restriction on waiving broad consent after an individual has refused it for the covered storage or secondary research uses.
Under 46.117(c), the IRB may instead waive signed documentation when an applicable condition is satisfied. The consent process can still be required, and the IRB may require a written information statement. Do not transfer Common Rule exceptions wholesale into FDA-regulated research; assess the applicable FDA provisions separately.
Original case 2: An oral consent process
For a nonexempt, Common Rule-covered interview study, the IRB finds no more than minimal risk and no procedures that normally require written consent outside research. The investigator asks to provide the consent information orally without collecting signatures. What is the best analysis?
A. The request necessarily eliminates the consent process.
B. The IRB may consider waiving signed documentation under 46.117(c)(1)(ii), while retaining the consent process.
C. Every consent waiver criterion under 46.116(f)(3) must be satisfied just to omit the signature.
Best answer: B. A confuses consent with documentation. C applies the general consent-waiver test to a different decision. B addresses the specific documentation exception supported by the facts. If the investigator also wanted to omit the consent discussion, that would require separate analysis.
Build a study routine around conditional decisions
Use the first week to map the outline and identify weak areas. In the next phase, work through applicability, review categories, and consent using short cases. Then study vulnerable populations, institutional responsibilities, and reportable events. Reserve a final phase for mixed questions and reviewing the conditions you missed.
For every wrong answer, record the controlling regulation, the missing fact, and the condition that would change the outcome. For reporting questions, distinguish adverse events, unanticipated problems, and noncompliance; identify the institution, recipient, and applicable policy instead of applying a universal seven- or fifteen-day rule.
Passumi provides the first 25% of each available paper free, rounded up to a whole question. Use that partial result to guide revision, not as a full-exam score or assurance of certification.
